This summer, our Niriqatiginnga project team spent a lot of time consulting and engaging several community partners here in Winnipeg, and in Northern Manitoba. Many communities, especially in the north, are struggling with a number of critical challenges and we thought we would share some of them here.

This summer, our Niriqatiginnga project team spent a lot of time consulting and engaging several community partners here in Winnipeg, and in Northern Manitoba. Many communities, especially in the north, are struggling with a number of critical challenges and we thought we would share some of them here.

What we’re seeing in some situations is that the communities are facing a lot of truly heartbreaking and pressing issues such as food insecurity, inadequate living conditions, lack of running water, and high rates of suicide, mental health challenges and poverty. It’s evident they are facing significant challenges, and it is commendable efforts are being made to address them despite overwhelming circumstances. 

Food insecurity is a critical issue that needs urgent attention. The demand on food pantries and programs is high, and while there are some great ideas, a current lack of resources and infrastructure make it difficult to implement many new programs at the moment. The proposed idea of a weekly $20 assorted basket with fresh produce is a step in the right direction, but storage and distribution logistics need to be carefully considered, especially given the limited resources available. 

Given the severity of the crisis, some communities requires external assistance and advocacy to raise awareness and attract more resources. Engaging with relevant government agencies, NGOs, businesses and other support organizations could help to bring attention to these dire situations and potentially secure additional aid. 

Collaboration with external organizations and agencies is critical to secure additional funding and support. Partnering with other organizations for food security and community kitchen initiatives could provide much-needed resources and expertise. 

Addressing sanitation issues and improving living conditions are essential steps in improving the overall well-being. Access to clean water, proper plumbing, and housing repairs should be prioritized to create a safer and healthier living environment. 

The impacts of mental health issues, substance abuse, and other challenges like fetal alcohol spectrum disorder and autism further complicate the situation and require specialized support services. 

To tackle and address these complex issues, it’s critical to mobilize support and involvement of the entire community, including Chief and Council, to develop and implement long-term sustainable solutions. This will require open communication, engagement, and commitment from all stakeholders. 

It’s also important to recognize that lasting change will require addressing systemic issues that contribute to poverty and lack of infrastructure in the community. Long-term strategies should aim to empower the community and build capacity for self-sufficiency, with a focus on food security, education, job opportunities, and sustainable development. 

Addressing food insecurity, living conditions, and the overall well-being of communities requires a concerted effort from all stakeholders. Collaborative partnerships, external support, and long-term planning are essential in breaking the cycle of poverty and creating a healthier and more prosperous future for northern communities. 

Key issues: 

Food Insecurity: Northern communities are facing significant food insecurity. The demand on the food programs (school breakfast, pantry programs, etc.) is high, but resources are limited. A proposed solution is to introduce a weekly $20 assorted basket with fresh produce. However, challenges lie in storage and distribution logistics due to the current lack of infrastructure. Implementing these kinds of programs will require careful planning and collaboration with external organizations. 

Suicide, Mental Health and Substance Abuse: Many northern communities are facing high rates of suicide and struggles with mental health and substance abuse. These challenges are contributing to an overwhelming sense of apathy and hopelessness among residents. 

Holistic and Multidimensional Approaches: Multidimensional problems require multidimensional solutions. Addressing food insecurity must be part of a larger strategy that includes mental health support, harm reduction, financial literacy, and access to dental and medical services. Promoting healthy eating habits among children is also very important. 

Lack of Data and Capacity: The absence of proper data and organization within several communities we spoke with makes it challenging to plan and report effectively. Staff recruitment, retention, and training also pose challenges including capacity, apathy and overwhelm. 

Leveraging Existing Resources: Need to utilize data, research, and information that already exist within a community and from external sources to strengthen the proposals. This can save time and effort while providing a solid foundation for the project. 

Living Conditions and Water Access: The living conditions are deplorable in too many places. Many homes are in a state of disrepair, facing issues such as lice, cockroaches, and poor sanitation. Access to clean drinking water is a major concern, with boil advisories in place. Without running water, basic living needs become challenging to meet. 

Infrastructure Issues: The lack of running water has affected northern communities in various ways. The community kitchen, which could contribute to food security, cannot function effectively without proper plumbing and sanitation. The current state of neglect requires significant investment to make the facility operational. 

High Poverty and Housing Shortages: Some of the communities we spoke with are among the poorest, with limited housing availability. Contractors have abandoned projects, leaving some families displaced without proper accommodation. Poverty and housing instability exacerbate the existing challenges.

Limited Resources and Response: Local government, Chief and Council, etc. who are needed to play a crucial role in addressing community issues, are often unavailable due to travel commitments, and communication with them can be difficult. This further hinders the ability to respond effectively to pressing needs. Administration struggles due to a serious lack of capacity. 

A Need for External Assistance: Given the severity of these crises, external support and advocacy are crucial to raise awareness and attract more resources. Partnering with government agencies, NGOs, and support organizations can help highlight the community’s dire situation and to facilitate securing additional aid. 

Long-term Strategies: While immediate relief measures are essential, sustainable solutions require addressing systemic issues. Empowering communities through education, job opportunities, and sustainable development is key to breaking the cycle of poverty and dependence on external aid. 

Healthcare and Child Care: Access to healthcare, dental services, and support for families dealing with Fetal Alcohol Spectrum Disorder are essential components of improving overall well-being.

The Niriqatiginnga Pilot Project serves as a prototype social program, arts entrepreneurship and online marketplace incubating data- driven research and innovation, capacity building and collaborative partnerships to address food insecurity in northern communities. The program uses a fusion of creative arts and data-driven approaches to cultural entrepreneurship, through partnerships with northern Indigenous Elders and youth, local Winnipeg businesses, Manitoba farmers, food producers, artists and researchers.
